Oh, and that jump earlier shook the ground for miles. I would say that's a good demonstration of what he can do when he's feigning seriousness.

Ah

No, it's a plug-in for paint.net called jitter.

More specifically, it's one layer duplicated, the top layer given 40-50% transparency and a jitter effect.

I think I mentioned photoshop being less user friendly to me :P
